BA in Sociology at the Universidad Complutense of Madrid (1994), Master in Social Sciences at the Centro de Estudios Avanzados en Ciencias Sociales of the Instituto Juan March of Madrid (1998), MSc in Social Policy and Planning at the London School of Economics and Political Science (1999), and PhD in Political Science at the Universidad Autónoma of Madrid (2003). His dissertation entitled "Análisis comparado de las políticas sanitarias hacia las poblaciones de origen inmigrante en el Reino Unido, Francia y España" was awarded the prize to the best doctoral thesis of the Facultad de Derecho of that University.

He received grants from the British Council, Fundación La Caixa, Fundación Juan March, Fullbright Commission and the Marie Curie programme. He has been visiting scholar at Wesleyan University (USA) (1995) and the Institut d'Etudes Politiques de Paris (2005). Between the academic years 2000-01 and 2004-05 he was assistant professor at the Departament de Sociologia i Anàlisi de les Organitzacions of the Universitat de Barcelona. After holding a position as post-doctoral researcher at the Unidad de Políticas Comparadas under the I3P program, he became Research Fellow in 2005.

His main areas of interest are centred in the comparative analysis of public policies within the European region, with a special focus in the study of welfare regimes and their transformation, as well as in immigration and urban policies.

Between July 2018 and September 2019 he was Deputy Director of the Spanish High Commissioner Against Child Poverty. Member of the European Social Policy Network (ESPN) of independent experts on social protection and inclusion between 2014 and 2018. He has published 8 books, 13 articles in SSCI journals, 19 articles in other peer-reviewed journals, 32 chapters in edited books, and 33 Reports and Working Papers related to my areas of specialisation.
