Seminarios del IPP: “Tormentor or Protector? IDP Protection and states’ exercise of sovereignty”

Abstract: There are over 45 million people internally displaced by conflict, and disasters induced almost 25 million new displacements in 2019 (IDMC). Given the principle of sovereignty, states have the primary responsibility for protecting internally displaced persons (IDPs). Yet, not all states treat their IDPs similarly, and some are even responsible for arbitrary displacement. This is why this research takes IDP policy variation seriously and aims to contribute to fill the so-called “institutionalisation-implementation gap” in International Relations. To do so, it offers a systematic analysis of all IDPs policies and laws, focusing on three dimensions of norm institutionalisation at domestic level: the scope, formalisation and internalisation of the norm. Then, it aims to explain variation across these three dimensions through comparative case studies in Colombia, Kenya and Peru.  

Bio: Ileana Nicolau is completing her PhD on IDP laws and policies in the Department of Political and Social Sciences at the European University Institute. She holds a BA in Latin American Studies and an MA in International Security, both from the Institut d’Études Politiques de Paris (Sciences Po). Ileana was a visiting student at the Instituto de Políticas y Bienes Públicos (IPP-CSIC) in 2019. She has taught seminars on international and forced migration, as well as worked for ICMPD, the European Commission or UNHCR, on related issues.
